The phrase is, therefore, "non-restrictive," which means that it is placed in the clause NOT to modify or qualify the element preceding it. Grammatically, the Citizenship Clause was intended to mean: "All persons born or naturalized in the United States, and [all persons] subject to the jurisdiction thereof, are citizens of the United States and [citizens] of the State wherein they reside." The phrase “and subject to the jurisdiction thereof” is enclosed within a PAIR OF COMMAS.
